Marco Sardillo
Special Advisor (Public Policy and Regulatory Affairs)
Based in Manila, Marco Antonio Luisito Villanueva Sardillo III has served as Consulting Policy Director for Industry, Regulatory, and Legislative Affairs for clients such as Mastercard, OceanaGold, and the Environmental Defense Fund. He has also previously consulted for the United Nations Development Programme on sustainable urbanization and cities issues, as well as the legal feasibility of the Philippine Supreme Court’s e-Court program. As an educator, he is affiliated with the Ateneo Law School and the Ateneo School of Government. He has also served as independent lecturer/resource person for government ministries such as: the Department of Trade and Industry and the Department of the Interior and Local Government. He provides pro bono counsel to various nongovernmental organizations; primarily, those involved in the agriculture, agrarian reform, and social justice and public interest issues.
Prior to returning to the private sector, he served as Executive Director of the anticorruption agency, Presidential Commission on Good Government, and Administrator (with rank of Deputy Secretary) for Intramuros Administration, with leadership responsibility for the restoration and development of Manila’s heritage district. In that latter role, he set in motion the historic revitalization of the Walled City: from securing 1200% increase in its budgetary allocation, to commencing infrastructure projects such as the Museo de Intramuros and the LEGO Education Room.
A licensed and qualified attorney, he obtained his Juris Doctor (2007) from Ateneo Law School. Marco holds a Master in Public Policy (2010) from the National University of Singapore (Lee Kuan Yew School of Public Policy), and Master of Science in Local Economic Development (2019) from the London School of Economics and Political Science. He was a scholar of the LKY School of Public Policy (2018-2010) and a recipient of a Chevening Scholarship Award (2018).
